The number of Oracle Java SE licenses needed is based on the total number of employees (1) within your organization, including full-time, part-time, temporary employees, as well as those working for your agents, contractors, outsourcers, and consultants who support your internal business operations.

The licensed quantity must be equal to the total number of employees at the time of ordering. The Java SE Universal Subscription program(s) can be utilized on up to 50,000 processors. If the usage exceeds this limit, an additional license from Oracle is required.
